It is understood that the year 2010 is the 30th anniversary of the State Council's approval of the restoration of customs duties. Sheng Guangzu said at the National Customs Commissioner's meeting that in 2010, as China's economic recovery trend continues to consolidate, foreign trade imports and exports have grown rapidly, and imports of all major tax-source commodities have increased, providing a stable tax source guarantee for customs revenue.
Sheng Guangzu said that import prices, domestic sales of processing trade and export tariffs have increased substantially, and comprehensive tax administration is the three major reasons for the growth of customs revenue in 2010. According to reports, from January to November 2010, the prices of major imported commodities in China increased significantly year-on-year, and the increase was much larger than the increase in the number of taxable imports during the same period. From January to November, the top 100 tax collectors increased tax revenue by 98.97 billion yuan due to price increases, which accounted for 28.1% of the 352.06 billion yuan in tax revenue for the same period.
At the same time, in 2010, tax revenues of 161.107 billion yuan were collected through domestic sales of processing trade and customs special supervision areas and bonded supervision sites. With the rapid recovery of international market demand, the increase in the value of exports has led to an increase in export tariffs. According to statistics, from January to November, the export tariff was 12.2 billion yuan, up 63.7% year-on-year, of which 4.51 billion yuan was imposed on chemical fertilizers, an increase of 144.7%; and 1.78 billion yuan was imposed on ferroalloys, an increase of 85.4%.
Sheng Guangzu emphasized that the national customs must strengthen comprehensive taxation, collect taxes in accordance with the law, collect taxes scientifically, improve the taxation system for domestic sales of processing trade, carry out special treatment such as the use of tax-reduction and exemption equipment, export deception and tax rebates, etc. The quality of taxation continues to increase, and the taxation of fiscal and economic The regulatory role has been further enhanced. Customs revenue has become one of the country’s macroeconomic controls. The customs made a tax of 14.063 billion yuan through classifying, reviewing, and auditing.
Statistics show that in 2010, China collected 202.78 billion yuan in tariffs and 1,004.05 billion yuan in import link taxes, which were 36.7% and 35.7% higher than the previous year respectively.
