Just two days after promoting a new police superintendent from within the Chicago Police Department, Mayor Rahm Emanuel is set to name Alicia Tate-Nadeau, a high-ranking official in the Illinois National Guard, as the new head of the Office of Emergency Management and Communications (OEMC).
Tate-Nadeau will take over from Gary Schenkel, who has led the agency since shortly after Emanuel became mayor. The office is responsible for managing 911 dispatch operations and coordinating citywide responses to major emergencies, including severe weather events and large public demonstrations like the NATO protests.
The mayor’s office stated that Schenkel, a former U.S. Marine, chose to retire. His departure comes just three months after a tragic incident at the 911 center, where two call takers failed to send officers to a West Side home where Quintonio LeGrier had urgently requested help, claiming someone was threatening his life. When he called again, police arrived—but one officer fatally shot Bettie Jones, a 19-year-old college student and neighbor.
Following the incident, both 911 operators were suspended without pay. The FBI is now involved in the investigation into the late December shooting, and newly released police reports show that the officer who shot LeGrier initially did not inform investigators that the teen had swung a baseball bat at his head.
In a statement, Mayor Emanuel praised Tate-Nadeau, highlighting her experience in managing complex emergency operations. She currently serves as an assistant adjutant general for the Illinois National Guard and as deputy commanding general of the Army National Guard in Fort Leonard Wood, Missouri.
Tate-Nadeau has extensive international experience, including a three-year assignment in Israel from 2011 to 2014, where she worked on cross-border emergency management exercises. She also served in Iraq in 2005 and 2006. Last year, she made history by becoming the first woman promoted to the rank of brigadier general in the Illinois National Guard.
Additionally, she is currently working with the Federal Emergency Management Agency (FEMA) on the Flint water crisis. Tate-Nadeau has lived in Illinois for over 15 years and grew up on the outskirts of Oklahoma City, where she developed a strong sense of duty and leadership early in life.
