New head for Chicago OEMC

Just two days after promoting a new police superintendent from within the Chicago Police Department, Mayor Rahm Emanuel is set to appoint Alicia Tate-Nadeau, a senior official from the Illinois National Guard, to lead the Office of Emergency Management and Communications (OEMC).

Tate-Nadeau will take over from Gary Schenkel, who has been at the helm of the agency—responsible for 911 dispatches and managing citywide emergency responses—since shortly after Emanuel took office. The mayor’s administration confirmed that Schenkel, a former U.S. Marine, chose to retire.

This comes just three months after a major incident involving the 911 center. Two call takers failed to send police to a West Side home where Quintonio LeGrier had urgently asked for help, claiming someone was threatening his life. When he called again, officers arrived—but one of them fatally shot 19-year-old Bettie Jones, a college student and neighbor. The tragedy sparked widespread outrage and led to internal investigations.

As a result, the two 911 dispatchers involved were suspended without pay. The FBI has since joined the investigation into the late December shootings, and newly released police reports reveal that the officer who killed LeGrier did not initially inform investigators that the teenager had swung a baseball bat at his head.

In a statement, Mayor Emanuel praised Tate-Nadeau, highlighting her experience in handling complex public safety operations. She currently serves as the assistant adjutant general of the Illinois National Guard and deputy commanding general of the Army National Guard in Fort Leonard Wood, Missouri. Her background includes extensive work in emergency management and disaster response.

Before joining the National Guard, Tate-Nadeau spent time in Israel from 2011 to 2014, coordinating international emergency exercises. She also served in Iraq in 2005 and 2006. Last year, she made history by becoming the first woman promoted to the rank of brigadier general in the Illinois National Guard.

In addition to her military service, Tate-Nadeau has been working with the Federal Emergency Management Agency (FEMA) on the ongoing water crisis in Flint, Michigan. She has lived in Illinois for over 15 years and grew up in Oklahoma City, where she developed a strong sense of duty and community service.
