New Trends in R&D of New Energy Commercial Vehicles at Home and Abroad

First, the status of the promotion and application of foreign new energy vehicles

In March 2009, President Barack Obama announced a $2.4 billion electric vehicle field support plan;

The British government spent 25 million pounds in 2009 to launch the world's largest environmentally-friendly automotive collaborative pilot project aimed at accelerating the promotion of electric vehicles;

France announced that it will invest 400 million euros in research and development of hybrid and electric vehicles in the next four years;

In May 2009, Germany launched the National Clean Fuel Technology Battery Innovation Plan. In September, it also launched the National Electric Vehicle Development Plan. Plans to promote 1 million electric vehicles by 2020;

In the next five years, Japan will invest 200 million U.S. dollars a year to develop batteries for electric vehicles. The goal is to reduce battery costs by half in 2010;

The Korean government has decided to invest 400 billion won to support the research and development of electric vehicle related core technologies, parts and materials by 2014, and will start mass production of electric vehicles from the second half of 2011. South Korean electric vehicles are planned for 2015. The share in the international market should reach 10%.

Second, the status quo of the promotion and application of domestic new energy vehicles

On January 23, 2009, the Ministry of Science and Technology and the Ministry of Finance jointly issued the “Notice on Developing Pilot Projects for Energy Conservation and New Energy Vehicles Demonstration and Promotion”, and piloted the promotion and demonstration of energy-saving and new energy vehicles in 13 cities including Beijing and Shanghai. The subsidy policy encourages the promotion of the use of energy-saving and new energy vehicles, including pure electric vehicles, in public service areas such as buses and taxis;

On March 20, 2009, the General Office of the State Council announced the “Regulations for the Adjustment and Revitalization of the Automotive Industry”, and proposed that by 2011, China’s new energy vehicle production capacity of 500,000 electric vehicles, rechargeable hybrid vehicles, and ordinary hybrid vehicles should be established. Automobile sales accounted for about 5% of the total sales of passenger cars;

On June 17, 2009, the Ministry of Industry and Information Technology released the “Regulations on the Management of New Energy Vehicle Enterprise and Product Access”

In July 2009, the China Association of Automobile Manufacturers, together with SAIC, FAW, Dongfeng, Chang'an, GAC, BAIC, Brilliance, Chery, CNHTC and Jianghuai’s ten car companies, jointly established the Electric Vehicle Industry Alliance and jointly signed the “Electric Vehicle Development Joint Action Plan;

On October 27, 2009, the Ministry of Industry and Information Technology stated that it will study and formulate the “Energy Conservation and New Energy Vehicle Action Plan”;

On March 24, 2010, at the 2010 China Automotive T10 Summit led by the China Association of Automobile Manufacturers, officials of the Ministry of Industry and Information Technology and Ministry of Science and Technology who had once caused disagreements on the issue of new energy vehicle routes finally reached a joint agreement with domestic six major automotive group companies. The consensus is that no matter electric vehicles, hybrid vehicles, or traditional cars fueled by methanol, natural gas, and ethanol, the state will give policy support as long as it can achieve the purpose of energy conservation.

In April 2010, the Ministry of Industry and Information Technology launched the “national standard” for electric vehicles.
