Gu Xiulian, vice chairman of the Standing Committee of the 10th National People's Congress, and Li Yongwu, president of the China National Petroleum and Chemical Industry Federation, requested that the oil and chemical industry put more emphasis on energy conservation.
According to Li Yongwu, during the "11th Five-Year Plan" period, the energy-saving work of the whole industry, especially the chemical industry, has achieved remarkable results. According to the calculation of industrial added value, the chemical industry can exceed the "Eleventh Five-Year" energy-saving target task. At the same time, Li Yongwu also pointed out that China's petroleum and chemical industry's key energy-consuming products, the gap between energy consumption and the international advanced level is still very large. Such as crude oil processing, ethylene, ammonia, caustic soda, soda ash, calcium carbide, yellow phosphorus and other products, the average energy consumption and the international advanced level of the gap between 5% to 15%.
Li Yongwu also made arrangements for energy-saving emission reduction targets and tasks in the petroleum and chemical industries during the “12th Five-Year Plan†period. According to the commitment made by the Chinese government to the international community to reduce the energy consumption per unit of GDP by 2020 to 40% to 45%, the petroleum and chemical industry must maintain a rapid development, while the annual average industrial added value decreases by 4.07% and the chemical needs The oxygen content (COD) decreased by 8%, the ammonia nitrogen (NH3-N) emissions decreased by 15%, and the sulfur dioxide (SO2) emissions of the process decreased by 5%. During the “Twelfth Five-Year Plan†period, the petrochemical industry will aim to increase energy efficiency, build energy-saving industries and enterprises, and use structural adjustment, transfer methods, and advances in energy-saving technologies as a basis to effectively promote the in-depth development of energy conservation.
The reporter learned that the Sinopec Federation has now proposed the "12th Five-Year Plan for Research on Energy-saving Planning for the Petroleum and Chemical Industry." In addition, an implementation plan for energy-saving technologies in the industry is under preparation, including advanced coal gasification energy-saving technology promotion programs, petroleum and chemical engineering. The implementation plan for the establishment of the enterprise energy management center, the implementation of the internal combustion type calcium carbide furnace for the transformation of large enclosed calcium carbide furnaces, and the implementation plan for comprehensive energy-saving reform of synthetic ammonia, etc., are planned to be implemented by the Ministry of Industry and Information Technology.
