China's auto parts remanufacturing pilot work will deepen

The National Development and Reform Commission announced on May 4 that it will vigorously promote the optimization and upgrading of industrial structure, and promote energy conservation and emission reduction by increasing the implementation of key projects, promoting efficient energy-saving products, and actively promoting the development of recycling economy. Among them, this year will deepen the national pilot demonstration of circular economy and pilot remanufacturing of auto parts and support the construction of a number of key circular economy projects.

According to the arrangements, this year will resolutely curb low-level redundant construction in high-energy-consuming and high-emission industries. To this end, it is necessary to guide financial institutions to strictly limit loans for industries with high energy consumption and overcapacity by increasing the proportion of project energy saving and environmental protection thresholds and the capital ratio of “two high” industries; the central government adopts a transfer payment method to eliminate economically underdeveloped regions. Lagging production capacity gives incentives and other measures to promote the optimization and upgrading of industrial structure.

In addition, this year will continue to increase the implementation of key projects. Mainly arrange new central investment, central budget investment, central government financial support for ten key energy-saving projects, circular economy, and key industrial pollution control projects; support urban sewage, garbage treatment facilities construction and major environmental protection technology demonstration projects; support key river basins Water pollution control project.

The NDRC also emphasized that this year will speed up the formulation or revision of mandatory national standards for the energy consumption limit of high-energy-consuming products and mandatory energy efficiency standards for major energy-using products. We will continue to promote the reform of resource prices and environmental protection charges.
