The 3rd China Petroleum and Chemical Safety Forum and Chemical Process Safety Seminar, sponsored by the China Petroleum and Chemical Industry Association, was held on May 9, 2009 in Zhuhai. The theme of this forum is to rely on scientific and technological progress to enhance the intrinsic safety of chemical industry. The meeting invited experts from internationally renowned research institutions and companies, such as the Petrochemical Association, the Center for Chemical Process Safety (CCPS) and Celanese, to work with domestic experts and representatives on chemical process safety technology, assessment methods, and advanced safety management concepts. Conduct in-depth discussions and exchanges. More than 100 representatives from domestic petrochemical survey, design and construction units and key production companies attended the meeting.
According to the organizer of the conference, the main background of the conference was that in September 2008, the Office of the State Council's safety committee issued the "Guiding Opinions on Further Strengthening the Safety Production of Dangerous Chemicals," and proposed to promote the safe production of science and technology by enterprises. Progressing work, strengthening the risk control and management of accidents, and fundamentally improving the level of chemical safety; secondly, the “Safety Design Guide for Chemical Construction Projects†prepared by the relevant national authorities in the State Administration of Safety Supervision and Administration will be formally promulgated in the second half of this year. Third, in terms of chemical production safety management concepts, there is still a certain gap between China and developed countries.
To this end, implement the Guiding Opinions and do a good job of the “Safety Design Guidelines for Chemical Construction Projects†publicizing work. Understanding the latest concepts of foreign chemical process safety is the main content of this meeting. At the forum, ten top experts and scholars from the global chemical industry shared with the participants their experience in process safety management, and explained the “Safety Design Guidelines for Chemical Construction Projectsâ€, chemical process safety analysis and HAZOP technology application, and safety chain. The application of the control system in process safety management, process equipment change safety management, chemical process safety technology economic analysis and evaluation, etc., discussed about ten hot topics.
This forum has received strong support from the American Chemical Industry Council (ACC), Celanese Corporation, and the American Chemical Process Safety Center (CCPS).
In 2009, all industries were faced with the challenges of a severe economic environment. The relevant rules for the revitalization of the petrochemical industry were also being developed. For the chemical industry, after years of rapid development, more and more companies have realized the importance of production safety and sustainable development while increasing profits. This year is the Year of Safe Production as determined by the State Council. The theme of this forum has further demonstrated that China's chemical industry is actively exploring long-term development and respect for life and thinking about the human living environment.
