Gao Hongbin, the vice minister of China's Ministry of Agriculture, emphasized the importance of controlling the production and distribution of highly toxic pesticides at their source to prevent their circulation in the market. His comments were made during a press conference held on the 29th regarding a special campaign aimed at improving the safety of agricultural products.
Gao pointed out that while China strictly regulates the domestic production of these harmful chemicals, some are still exported rather than sold domestically. However, he warned that if production is permitted, there is a risk that such pesticides could eventually find their way into the local market through various channels. To prevent this, Gao stressed that the government must not allow any reproduction or continuation of these substances, even if they are intended for export.
He noted that the sales volume of these highly toxic pesticides is relatively low—only around $20 million annually. Despite this, the potential for misuse remains a concern. Therefore, the Ministry is determined to stop all forms of production and distribution, regardless of whether the products are meant for export or domestic use.
In addition, Gao highlighted the country’s efforts to strengthen oversight of highly toxic pesticides. Since the launch of the special rectification campaign, authorities have focused on five specific types of dangerous chemicals. Over 320,000 law enforcement officers have been mobilized, and more than 479 tons of hazardous pesticides, including methamidophos, have been confiscated.
To further address the issue, the Ministry has also introduced 29 alternative pesticides along with 43 corresponding technologies to replace the banned ones. Gao stressed that the availability of safe alternatives is crucial, and the production of these substitutes must be prioritized to ensure farmers can continue their work without compromising food safety.
Moreover, the Ministry has established a nationwide pesticide supervision network that connects all provincial agricultural law enforcement agencies. This initiative has enabled real-time information sharing, joint investigations, and coordinated inspections across multiple provinces. Gao acknowledged that current challenges include the large number of pesticides in the market, unclear labeling, and inconsistent naming conventions. In response, the Ministry plans to enhance standardization efforts in the coming period by drafting new regulations and making them publicly available to ensure greater transparency and accountability.
