Ministry of Agriculture: Controlling China from its source will prohibit the production of highly toxic pesticides

Gao Hongbin, the vice minister of China's Ministry of Agriculture, emphasized the importance of strictly controlling and ultimately eliminating the production and circulation of highly toxic pesticides. He stated that to achieve this goal, it is essential to address the issue at its source and prevent any reproduction of these harmful substances. These remarks were made during a press conference on the special campaign for agricultural product quality and safety held on the 29th. Gao explained that while the production of highly toxic pesticides is currently restricted, some of them are still being exported rather than sold domestically. However, he pointed out that if production were allowed, there would be a risk of domestic sales through various channels. To prevent this, the government must ensure that even if these pesticides are exported, their production should not be permitted in the first place. He also noted that the total sales of these pesticides amount to only about $20 million, which is relatively small. Despite this, the potential for misuse remains a serious concern. Therefore, the focus must remain on stopping production altogether, regardless of whether the products are intended for export or domestic use. In addition, Gao highlighted the need to intensify inspections and strengthen control over the source of these dangerous chemicals. Since the start of the special rectification campaign, efforts have been concentrated on five specific highly toxic pesticides. Over 320,000 law enforcement officers have participated in the initiative, leading to the collection of nearly 479 tons of banned substances like methamidophos. Furthermore, the Ministry of Agriculture has publicly announced 29 alternative pesticides along with 43 corresponding technologies to replace the highly toxic ones. Gao stressed that if the use of these harmful pesticides is prohibited, suitable alternatives must be available. This makes the development and production of safer substitutes a critical priority. To enhance oversight, the Ministry has established a nationwide pesticide supervision network that connects all provincial agricultural administrative agencies. This system enables information sharing, joint case investigations, and coordinated inspections across multiple provinces. Currently, there are numerous issues with domestic pesticides, including unclear labeling, confusing names, and non-standard packaging. In the coming phase, the Ministry plans to strengthen standardization efforts by drafting new regulations and making them public to improve transparency and accountability.
